摘要
湖南是我国重要的猪肉出口大省，《实施卫生和动植物检疫协议》（SPS协议）的滥用使湖南猪肉产品出口受到严重影响。文章运用2000-2011年湖南省与香港、澳门、新加坡三个贸易伙伴的面板数据，利用引力模型对SPS措施对湖南省猪肉产品出口的影响进行了实证分析，结果显示SPS措施严重制约了湖南省猪肉产品的出口。结合湖南省实际，文章提出了湖南省猪肉出口企业应对SPS措施的对策。
Hunan Province is an important export province of pigs and pork in China. The abuse of Agreement on the Application of Sanitary and Phytosanitary Measures has affected the export of pigs and pork in Hunan Province. Baesd on the gravity model and the data from 2000 to 2011 between Hunan Province and its partners like Hongkong, Macao and Singapre, the paper makes an empirical analysis of the impact of SPS measures on the export of pigs and pork in Hunan Province.The results show that SPS measures do have hindered the export of pigs and pork in Hunan Province.Based on the current situations,the paper puts forward some countermeasures.
