摘要
考虑到客滚码头系统复杂、指标属性多样等特性,根据客滚码头的特点及国家法律法规的要求,比较全面、系统地构建了客滚码头运营风险评价指标体系.针对传统评价方法在评价过程中存在因为评价对象层次结构复杂、指标属性多样而导致的指标值存在主观性和难以精确确定等缺点,提出了一种以指标区间值和区间关联函数来确定评价结果的区间可拓评价方法.该方法是以可拓集理论为基础,通过两级评价模型最终确定系统的风险等级,并以大连某客滚码头为例进行说明.实例计算表明,该方法可以克服评价过程中的思维不确定性问题,提高结果的可信度,在风险评价中有很好的适用性.
In view of the fact that the index system is characterized by the complicated hierarchy structure and multiple index attributes, the risk index system of ro-ro passenger-ship terminal operation is established based on its features and the law requirements in China. The indicator values are subjective and difficult to be deter- mined accurately due to the complexity of assessment objects, and the variety of indicators attributes in the tra- ditional assessment methods. An interval extension evaluation method is proposed using interval values and cor- relation function to determine the assessment results. Two-level interval extension evaluation mode is estab- lished to determine the result of the object based on extension sets theory and applied to assess one certain ro- ro passenger-ship terminals in Dalian. The result indicates that this method can solve the problem of exited in traditional methods. So the result is more feasible and rational.
