摘要
旱区耕地生产率很难有效提升,灌溉用水设施投入资金来源成为制约耕地生产能力的主要瓶颈之一。为此,将旱区耕地用水设施投资开发与耕地利用效率提升结合起来,建立旱票制度:先期投入资金主要用于灌溉设施普及,以提升旱区耕地生产水平;土地资源的高效利用,产生结余旱票,流入土地交易市场,获取交易资金,继续用于对旱区灌溉设施加大投入力度。如此循环,既产生较高粮食生产效益,保障粮食安全,又节省出部分土地资源,以旱票方式用于城市化发展。旱票制度的实施有望持续获得资金,加大旱区灌溉设施投入,高效利用土地资源,提升旱区粮食生产率。

Drought ticket system implementation is expected to continue to obtain funds to increase irrigation facilities in arid areas investment and efficient use of land resources, en- hance food productivity in arid areas.
