摘要
由于没有完善的供应机制,城市社区基本公共服务面临着领域狭窄、覆盖面不广、标准过低、效率低下等问题。要解决这些问题,需要加强制度和能力建设。制度建设主要从转变基层政府职能、明确各主体职责、提升社区民主和法制水平、建立监督与评估制度等方面入手;能力建设主要从转变基层政府观念、设立专项资金、加强人才队伍建设、培育服务主体等几个方面入手。制度建设与能力建设相互影响、相互促进。
Due to imcomplete provision mechanism, basic public service in urban communities are facing such prob- lems as limited areas and coverage as well as poor standard and effeciency. To solve these problems, we need to strength- en the institutional improvement and capacity building. In institutional improvement, the functions of basic - level govern- ment should be transformed, the responsibilities of government departments should he defined, community democracy and legal system should be improved and a supervision and evaluation system should be established. In capacity building, the functions of basic - level government should he transformed, special funds should he set up, human resources should he improved and the service providers should be trained. Institutional improvement and capacity building can influence and reinforce each other.
