摘要
为持续推进黄河三角洲高效生态农业的可持续发展,提出了政策法规、农业标准化、农业产业化经营和农业社会化服务四大服务支撑体系,着力健全和完善财政支农增长、投入、运行机制和农业行政执法。强化农产品生产标准化、质量安全监管和市场准入,整合区域动植物病虫害防控资源,推进农作物病虫害和畜禽渔业疫病防控体系构建。立足优势产业,着力培育发展农业龙头企业和知名品牌,壮大农民专业合作组织。提升科技对高效生态农业发展的支撑能力,增强基层农技推广机构公共服务能力,加强新型农民培训,完善农民转移就业服务体系以及农村信息和机械化服务体系建设。
In order to promote the sustainable development of efficient ecological agriculture in the Yellow River Delta further more, the four service support systems including the policy and regulations, agricultural standardization, industrialization of agriculture and agricultural social service were put forward, and tocused on improving and perfecting the agriculture administrative execution and the public finance operating mechanism including supporting agriculture growth and investment mechanism. To promote the establishment of a control system of crop pests and animal diseases, the agricultural product standardization, quality and safety supervision and market access were strengthened, and the regional control resources of animal and plant pests were integrated. Based advantageous industries, agricultural tap enterprise and famous brand were developed strongly, and the farmer specialized cooperation organization were grown rapidly. And the supportive capacity of technology to support the development of efficient ecological agriculture were improved, the public services ability of the agricultural extension system in the countryside were strengthened, training among the new farmers were reinforced, employment services for moved farmers were consummated, and rural service system of informationization and mechanization were built too.
