摘要
由于住宅产品特质与我国在城市住宅建设中形成的体制性原因,各地新建住宅质量问题层出不穷,有关新建住宅质量问题的消费者投诉也呈上升趋势,对现行新建住宅质量管理体制进行反思与重构势在必行。本文基于多元合作治理的视角,结合我国新建住宅质量管理体制发展沿革,分析现行住宅交付前后各相关主体的质量责任与义务及存在的问题,提出了构建我国城市新建住宅质量管理体制创新的政策建议。
Because of new--built residential building's product characteristics and institutional reasons for the formation of urban commodity residential construction, around the new built residential building quality problems emerge in endlessly, the housing quality problem is also on the rise of consumer complaints, the innovation to the current new--buih resi- dential building quality management system is imperative. Based on the theory of multi--cooperation governance and development history of new--built residential building quality management system, and the related subjects before and after the analysis of the new--built residential building delivery of quality responsibility and obligation and the existing problems, this article will put [orward some policy recommendations about city new--built residential building quality management system innovation.
