摘要
当前单位自行招标的违法行为较为突出,尚未引起足够的重视.为了规范单位自行招标行为,构建合法规范的招投标秩序.分析了现行单位自行招标存在的突出问题,对自行招标的管理、信息披露、评标专家遴选、评标制度及监督等方面进行了系统梳理.为了扭转单位自行招标中的违法乱象,提出了要重视对自行招标单位的指导,健全管理制度;落实信息公开规定,确保公平竞争;构建科学的评标专家遴选机制,引入社会公众监督,建立竞争有序的招投标环境.
Unlawful acts in self bidding are obvious but have not been paid enough attention to.In order to standardize self bidding of units and build legal and standard bidding order,this paper analyzes prominent problems in self bidding and puts forward a systematic pectination of management,information disclosure,experts selecting and bidding system supervision during self bidding.In order to remove unlawful acts in self bidding,this paper puts forward that we should pay attention to guidance to self bidding units,perfecting management system,implementing information disclosure and ensuring fair competition.Moreover,we should build scientific expert selecting mechanism,bring in public supervision and construct orderly competitive bidding environment.
