摘要
社会的"风气",是指人们趋同一致的价值取向、行为方式、思维模式及生活习惯,人们对此自然而然、习以为常,成为不令而自行的惯例,属于"非正式制度"。八项规定所要整治的党内不良风气,归结到一条,就是"做官当老爷"的作风或习气。其本质就是"官本位"。"官本位"的文化和制度不改,"做官当老爷"的习气就不会改变。"官本文化"和官场的不良风气严重地影响和败坏了民风。毫无疑问,整治官风、官气,就能带动民风、民气的改善。要通过党风、政风的整治推进民风的改善,关键的一条是要在企事业单位和社会群众组织中"去行政化",消除"官本文化"对这些组织的影响。这对于改善民风具有根本性的意义。
Social conduct means that people have common value orientation,behavior manner,thinking mode,habits and customs.Naturally,people accustomed to these practices,gradually becoming convention,which belongs to 'informal institution.' The Unhealthy practice within the Party,boiling down to one,is the bureaucratic practice of acting as lords and masters which must be rectified according to the Eight Rules.Essentially,it is 'officihassta certaindard.' This kind of bureaucratic practice won't be changed if the culture and system of 'officihassta certaindard' is maintained in society.Actually the 'officihassta certaindard culture' and the officialdom unhealthy practices also have affected and ruined the social conduct.There is no doubt that rectifying the bureaucratic atmosphere and practice is bound to improve the social conduct.To promote the social conduct by renovating the party and governmental practice,the key is 'de-administration' in enterprises,institutions and social organizations and to eliminate the impact of 'officihassta certaindard culture' on these organizations,which has fundamental significance for improving the social conduct.
