摘要
南水北调工程水资源管理制度决定着调水工程的成败,基于国情和水情,水资源配置的准市场机制是其必要的制度选择。在南水北调工程水市场机制实验研究的基础上,通过对实验过程的观察、实验结果的分析,得到及时发布市场信息、建立协商机制、完善水权流转制度等南水北调水资源配置的几点启示。
Water resources management system determines success or failure of the South - North water transfer project. Quasi - market mechanism of water allocation is a necessary institutional choice from the perspective of the state and water situation. According to observation of experimental process and analysis of experimental results, the article draws some enlightenment from experimental research on water market mechanism of the South - North water transfer project, including delivering information timely, perfecting transfer institution of water rights and establishing negotiation mecha- nism, etc.
