By learning, the meaning and content of independent innovation of science and technology, as well as the guiding ide- ology and ways of thinking are understood, so that how sci-tech journals should play an effective role with pace of the times, and how editors of sci-tech journals should play a qualified role as ＂directors＂ are made clear.
