摘要
公共资源出让收益随着经济的增长而快速增长,但是出让收益的分配却存在着公共资源收益收支透明度低、公共资源定价低、公共资源开发中的外部性、公共资源收益内部化及部门化等诸多问题。因此,应从公共资源收益分配的透明度、效率、公平三个层次循序渐进地改善公共资源收益分配机制,以更为合理有效地利用公共资源,促进社会发展目标的实现。
The grant revenue of public resources grows together with the increasing of economy, but simultaneously, many problems exist in the distribution of the revenue, inclu- ding the low clarity of the income and expenditure, low pricing, externality of public resource development, and internalization and departmentalization of the income of the public re- sources, etc. Therefore, this paper suggested gradually bettering the mechanism of allocation . in the three aspects, namely transparency, efficiency, and fairness, so as to effectively make full use of public resources and accelerate social development.
