摘要
当前我国农村宅基地使用权流转中存在的主要问题是法律法规的不完善且滞后，宅基地的管理比较混乱，宅基地使用权流转的隐形交易屡禁不止，宅基地流转制度不能有效承担社会保障，宅基地使用权的流转不利于农民融资。对此，我国应尽快修改相关法律法规并制定专门的宅基地使用权流转法规，明晰宅基地使用权登记制度，建立规范的宅基地使用权流转条件和模式，加大执法力度、建立完善的农村社会保障体制，建立完善的宅基地流转配套机制。

Therefore, our country should amend the relevant laws and regulations as soon as possible and make special land use right transfer regulations, the registration system of fight to the use of clear land, use fight transfer conditions and model specification of the homestead, strengthen law enforcement, to establish the rural social security system, establish and improve the homestead circulation mechanism.
