摘要
目前的房价日益高涨,我国个人住房抵押贷款规模不断膨胀,贷款人和借款人面临的风险也在不断增加。个人住房抵押贷款保险作为一种转移和降低个人住房抵押贷款风险、保障抵押权益的机制,对转移、降低个人住房抵押贷款风险具有积极作用。分析其在我国从强制推进到自愿购买的发展历程,可见其当前发展状况不甚乐观。结合比较分析法和规范研究法,研究目前推进个人住房抵押贷款保险的必要性后,从政府、保险公司、银行和借款人四个层面提出相关发展对策,以期能改善其发展困境。
In recent years , the residential mortgage loan scale expand rapidly and the risks common to the mort-gagor and mortgagee increase gradually as the high price of housing.Residential mortgage loan insurance is impor-tant in helping transfer and prevent residential mortgage loan risks and protect mortgage rights.But there is still a bumpy road ahead because of the development from compulsory purchase to a optimal course.In order to push on with residential mortgage loan insurance , using the methods of comparative analysis and normative approach , this essay draws out countermeasures from four aspects:the government, insurers, banks and borrowers, so as to say goodbye to the current development predicament.
