摘要
作为公共物品的公共医疗资源分配应该体现平等待人的道德理想。在追求这一道德理想时,社会应该将道德上任意的因素排除出对"应得"的道德考量。如果因为道德上任意的因素导致人际之间的事实上的不平等,医疗政策应该区别对待不同境况的人并通过一定程度的"再分配",使得每个人在获得足够水平的公共医疗福利上达到大致的平等。因此,公共医疗资源的分配需要贯彻"差别原则"。
The paper holds that the distribution of the public medical resource should embody the equal morals ideal. When practicing this morals ideal, we should treat each other differently. That is said, when we examine quantity for ＂desert＂, we should remove the arbitrary factor in morals. If the arbitrary factor in morals cause person occasion inequality in fact, we should redistribution the public medical resource to makes people reach ap- proximately equality. Therefore, the distribution of public medical resource need implement ＂difference principle＂.
