摘要
民办养老机构在我国应对人口老龄化战略中承担着重要功能。当前我国民办养老机构显现发展目标不明晰、角色定位模糊、财务绩效差等机构效能低下等问题。较高的人力资本存量和持续优化的人力资本结构无疑能够有效提升我国民办养老机构的效能。基于2008年国家老龄工作委员会开展的民办养老机构基本状况调查数据,运用Multiple stepwise regression analysis模型,分析我国民办养老机构中人力资本结构对机构效能的影响,结果表明:管理人员受教育程度普遍偏低是造成我国民办养老机构发展无序的主要原因,医、护人员的素质与数量对于民办养老机构效能水平的提升起决定性作用,护理人员经过专业职业能力培训有利于优化养老机构效能水平。因此,加大市场化改革和制度创新力度以引导更多优质社会资源进入民办养老机构,建立并壮大行业协会以强化行业自我监管及行业内部合作与竞争,以渐进式的专业培训来不断提升护工的职业素质,成为优化我国民办养老机构效能的有效路径。
Private nursing homes will play an important function in coping with China's worsening population aging. Currently they suffer from a host of institutional performance issues such as ambiguity in goals and strategic positioning, low efficiency as well as poor financial performance. Our study, based on survey data compiled by the National Work Committee on Ageing in 2008 and using the Multiple Stepwise Regression model, analyzed the impact of human capital structure on institutional performance among China's private nursing homes. According to our findings, poor educational and professional background of the managerial staff is the primary cause of current disorderly growth of this sector. Moreover, better professional training for the doctors and nursing personnel will greatly improve quality and quantity of care. Thus, in order to improve institutional performance of the nursing homes, quality social resources must be attracted to enter this sector and staff training must be emphasized.
