摘要
信息透明是指通过减少或消除信息传播中的各种障碍而不断增加的信息的可见度。互联网的广泛应用为信息透明的实现提供了技术条件,使信息透明成为社会追求的公共理念。但是现行的政策法规、数字鸿沟以及现实与虚拟之间的矛盾等因素制约互联网上信息透明的更好实现。因此,在制度层面,建议实行信息公开质询制度,切实落实《中华人民共和国政府信息公开条例》;在技术层面,打破少数公司和国家对软硬件的技术垄断,改变互联网的技术结构,把互联网实行公共托管,把道德原则翻译成计算机可以识别的道德协议,了解搜索引擎,做一个理性的搜索者以推动信息透明向前发展。
The information transparency refers to the constant increase of visibility of information by reduction or elimination of various obstacles in the information spread.The widespread use of the Internet has provided technical condition for the realization of information transparency,which has become a public perception sought by the society,but the better realization of information transparency via the Internet has been constrained by factors such as current policies and regulations,digital gap,and the contradictions between reality and the virtual.Therefore,it is suggested that,in institutional aspect,the information publication inquiry system is implemented to effectively implement ＂ The Government Information Disclosure Regulations of the People＇s Republic of China ＂;and,in technical aspect,the technical monopoly by few companies and the State be broken,and the technical structure of the Internet be changed so that the Internet is publicly hosted and the ethic principle is to be translated into an ethic protocol recognized by computers.The searchers should understand the search engines and should be rational searchers to promote the development of information transparency.
