摘要
环保产业的发展对中国经济、社会、环境的可持续发展具有战略意义。根据环保产业特点,初步提出了一个以衡量环保产业经济运营状况和环境保护效果为评估目标,以政府和企业为评估主体,以企业和产业为评估对象,以经济社会绩效和环境保护绩效为评估内容的多层次多维度的环保产业绩效评估框架。并且基于环保产业绩效评估框架,构建了产业和企业层次的环保产业绩效评估指标体系。该绩效评估框架和指标体系的构建对中国开展环保产业绩效评估工作有积极意义。
The development of environmental protection industry is of strategic significance to the sustainable development of China＇s economy, society and environment. In order to correctly evaluate the current development status of Chinese environmental protection industry, this paper carries out the industrial performance evaluation literature to define the concept of performance evaluation of the environmental protection industry, with combining the characteristics of the environmental protection industry,and initially proposes a multi-level and multi-dimension environmental protection industrial performance evaluation framework. The established evaluation framework takes the measure of the environmental protection industrial economic operational status and environmental protection effect as the evaluation objectives, the government and enterprises as the evaluation subjects, the enterprise and industries as the evaluation objects, the economic and social performance and environmental protection performance as the evaluation contents. Moreover, based on the environmental protection industrial performance evaluation framework, the evaluation index system of environmental protection industry will be constructed. The build of performance evaluation framework and evaluation indicator system has a positive significance on our environmental protection industrial performance evaluation.
