摘要
资源与生态环境产权制度是当前生态经济学和环境经济学领域研究的热点和焦点。在系统回顾国内外资源与生态环境产权制度研究进展的基础上,从资源与生态环境产权构架、国内资源与生态环境产权制度现状展开分析,深入探讨国内资源与生态环境产权制度研究中在产权界定制度、产权配置制度、产权交易制度和产权保护制度四个方面存在的问题,指出现阶段的资源与生态环境产权制度理论研究工作需加强对产权制度理论与实际的结合,并对未来"十三五"中资源与生态环境产权制度领域内容进行了展望。
Property right system for resource and ecological environment is the focus of ecological economics and environmen- tal economics. The paper first reviews the domestic and international property right system, then analyses the property fight frame- work of resource and ecological environment as well as domestic property right system of resource and ecological environment. The problems in the definition of property rights, allocation of property rights, property transactions and protection of property rights are pointed out. The combination of theory and practice in property right system of resource and ecological environment need to be improved and corrected. This paper also forecasts the prospect of resource and ecological environment property right system during the Thirteenth Five - Year Plan.
