摘要
加强对新生代农民工的职业培训,使其带技能转移,有助于促进我国城镇化进程和制造业水平的提升。对河南省四市的调查显示,新生代农民工技能欠缺成为其找工作的最大困难,他们对培训持积极态度,但实际参与政府公共培训及自费培训的状况不佳,个人自费培训意愿支付额度较低。因素分析结果认为,影响新生代农民工参与培训的因素包括培训质量低、培训可及性差、培训预期收益低等,因此,应健全完善其背后的制度性障碍——职业资格证书制度和技能薪酬管理制度,同时加强对职业培训课程的开发和更新。
Strengthening vocational training of peasant-workers and making them transfer into city with vocational skills is helpful to propel the process of urbanization and enhance the manufacturing industry of China. According to the investiga- tion in the four cities of He' nan, the shortage of vocational skills is the biggest obstacle in searching for jobs, the peas- ant-workers held optimistic attitude towards the vocational training, hut the situation of their participation in no mater the public government training or the private training is not so well, they are willing to afford only very little for the tuition fee of the private training. The factor analysis shows that the lower training quality, hard to reach of the training and the lower expected return of the training are the main influencing factors. Therefore, it should try to improve two institutional factors hinder the lower expected return of the training: vocational certificate institution and the skill salary institution; meanwhile, strengthen development and updating of training courses.
