摘要
在行政监察实践中,监察独立原则受到削弱,监察机关的独立性受到侵蚀;监察职责范围日趋膨胀,监察机关工作负担越来越重;监察机关履职越位或不到位,监察职能日渐淡化;监察干部队伍建设滞后,难以承担起监察任务。
In the practice of the administrative supervision, problems can be summed up into several major points as follows： independence principle of the administrative supervision has been weakened, which impairs the independence of the Administrative Supervision Organ （ASO）; ASO＇s responsibilities and work load expands increasingly; ASO often exceeds its powers or perform it＇s supervising function inefficiently, which leads to an increase of its supervisory failure; there are not enough qualified staff to undertake the tasks of administrative supervision.
