摘要
自1998年我国实施天然林资源保护工程以来，阿尔泰山林区先后列入试点（1998~1999）、一期（2000~2010）和二期（2011~2020）~2程，通过试点、一期工程的实施，林区在资源保护、民生改善、公益林建设、林业产业建设各方面都取得了丰硕的成果和宝贵的经验，对天然林资源保护工程二期工程的继续实施奠定了坚实的基础。文章对阿尔泰山林区天然林资源保护工程试点、一期实施情况进行回顾，并就实施中存在的“一地两证”、国有林场改制后的建设问题，以及灾害预警机制建立、天保工程实施年限等问题进行了分析。
Since 1998 the natural forest resources protection project was implemented, the forest region has be- come an experimental unit （1998-1999）, first-stage （2000-2010） and second-stage （2011~2020） project. With project implementation, some achievements and valuable experience were accumulated in resources protec- tion, livelihood improvement, public welfare forest construction, and follow-up industry, which laid a solid foun- dation for second-stage natural forest project application. In the paper, its situation of the natural forest protection project and first-stage project was reviewed. Real problems such as ＂one land two certificates＂, national forest farm reform, etc were analyzed~
