摘要
介绍怒江州低效林形成原因和改造方式,分析改造中存在的问题,对如何实施好低效林改造工作提出加强政策导向,建立、健全管理体制,生态建设要与产业发展结合,多渠道融合资金,保障改造主体的合法利益,制定非商品材采伐限额相关政策等对策。强调低效林改造工作的重点是对低效林的界定必须正确,并且要依法依规开展工作,既要达到低效林改造的目的,实现国土生态安全,又不触犯法律法规,保障实施主体的人身安全。
Reasons for the formation of low-function forest in Nujiang Prefecture and reconstruction meas- ures are introduced, and reconstruction problems are analyzed. On the question of how to better imple- ment low-function forest reconstruction, the article suggests measures including strengthening policy guid- ance, constructing and perfecting the management system, combining ecological construction with indus- try development, multi-channel fusion of capital, insuring the legal rights of the reconstruction subject, develop non-commercial timber harvesting quota policies and other measures. The article emphasizes that the focus of low-function forest reconstruction is to correctly define a low-function forest and work while a- biding the law. Not only should the goal of low-function forest reconstruction be met and land ecological security be achieved, but also no laws should be broken while insuring the personal safety of the subject.
