摘要
黄土高原地区是一个在政治、经济、文化上具有悠久历史的重要地区,又是一个水土流失严重、旱洪灾害频繁、自然环境恶劣、生态环境脆弱的地区.随着人口的不断增加和人们对水土资源的不合理开发利用,导致了许多资源利用与环境保护不协调的现实问题.如何建立一个与人口增长相适应的水土资源保持型农业生产体系和水土资源可持续利用的粮食安全保障体系,这是当今应着力解决并全力实施的大课题.
The Loess Plateau is one of the important regions in China. It has a long history in politics, economy, culture and agriculture. On the other hand, the region is fragile in eco-environment, suffering from severe soil and water erosion, frequent drought and flooding, adverse natural environment. With the increase of population, irrational soil and water exploiting leads to problems for resources utilization and environment protection. How to establish the agricultural production system with soil and water protection and food security system with sustainable utilization of soil and water which are suitable for the increase of population. This is the arduous task in which the Chinese government has already been involved, and the Chinese people have thought deeply and fulfilled all out.
