摘要
财源建设,是各级政府根据多种财源构成的分析,进行财政资源的合理配置,提高财政效益的一种建设行为。本着注重效益、加强监管、重点扶持、可持续发展和激励发展的财源建设基本原则,二级政府财源建设的重点为:"做大,做强,做优"工业,进一步巩固和提高工业在财源建设中的主导地位;支持城镇化建设,加快农业发展方式转型,把农业产业培育成新的财源增长点;突出发展现代服务业,把服务业逐步培育成为财源主体。二级政府还要强化财源建设的保障措施和支持力度,统筹推进项目建设,加强招商引资,建立财源建设资金绩效评价和整合机制,建立并完善建设资金,包括税收及非税收的监督管理。
Financial resource construction means a constructive activity which governments at all levels deal with reasonable allocation of financial resource so as to improver financial benefit based on analyzing all kinds of components of financial resource. Local governments should focus on ＂enlarging, strengthening and perfecting＂ industry, reinforcing and improving the industrial leading role, supporting urbanization, accelerating agricultural development transformation, making it becoming a new growth point in financial resource. Besides, modem services should be concentrated on, which can be developed into the main body of financial resource. Local government should also reinforce financial safeguard measures and its support, promote the construction of project as a whole, strengthen attracting investment and build performance evaluation and integration mechanism of financial resource, including building and perfecting supervision and management of constructive finance and reinforcing tax and non-tax collection.
