摘要
经过多年发展,大陆农村公共服务体系建设进展显著,但依然存在很多不足。以福建省为例,农村公共服务事权与财权分离、供给总量不足、供给结构失衡、供给效率低下等问题尚未得到有效解决。为改善上述问题,必须借鉴台湾在农村资金投入、农村组织建设和农村公共服务法律规划方面的成功经验,完善大陆农村财政投入机制,建立多元化的公共服务供给机制,健全相关法律规范和监督机制。
Great progress has been made in constructing rural public service system in the Mainland for these years, although some shortcomings exist. Taking Fuiian Province as an example, some prob- lems have not been effectively solved, such as separation of governance and property rights to rural public service, lack of supply, supply structural imbalance, and inefficient supply, etc. In response, some successful experience from Taiwan should be borrowed in the following aspects such as rural cap- ital input, rural organization construction, and planning legislation for rural public service. In the Ma- inland, financial investment mechanism should be perfected. Diversified public service supply mecha- nism should be established. Relevant law and codes, as well as the supervision mechanism should be improved.
