摘要
构建电力市场自律监管指标体系能帮助交易参与方事先自主地进行自律管理,约束和调整自身市场交易行为,满足监管部门对于交易规范性的要求。在分析现有电力市场集中监管特点基础上,提出面向市场参与者的自律监管指标体系,确定每个指标的评价标准,并利用改进的TOPSIS方法进行综合评价。算例根据电力市场运营的实际数据计算各指标值,进而实施综合评价,得到影响自律监管效果的关键信息集,为改进交易行为提供决策依据。
The construction of self-discipline and supervision index system for power market can help electric power company conduct self-discipline management autonomously and beforehand, restrict and adjust its trade behaviors, thus meeting regulator＇s demands for transaction normative. Based on the analysis of existing centralized regulatory fea- tures, the paper puts forward the index system of self-discipline and supervision for power market transaction to all the market participants and determines the evaluation criterias for each indicator. Then the improved TOPSIS method is used to make a comprehensive evaluation. The key factors and afterward trade behavior improvement measures can be attained after making the evaluation by calculating each index value and comprehensive evaluation by use of electricity market actual data which is illustrated in the case study.
