摘要
对政府投入科研经费进行科学、规范的管理,提高科研经费的使用效率,一直是世界各国政府科技主管部门关注的焦点。本文立足两个"加强",一个"转变",以求实现对科研费进行科学、有效、全程的监督,提高科研经费使用效益。
Government investment in research funding for scientific and standardized management, improve efficiency in the use of research funding, have been the focus of science and technology departments in governments around the world. This article based on two ＂strengthened＂, a ＂change＂ in order to achieve the scientific research fee, effectiveness, full supervision, improve the efficient use of research funding.
