摘要
研究目的:工程量清单报价是国际上通用的竞争性招标项目报价方式,随着我国建筑市场不断对外开放,采用工程量清单报价将成为我国工程招投标发展的必然趋势。本文重点介绍了某国外项目工程量清单报价格式、主要内容,通过横向对比的方法分析了该国外铁路与国内铁路工程量清单在计量规则、章节构成等方面的差异性,为国内总承包企业进行国际投标报价提出了一些切实有效的建议,希望能够为国内总承包企业承揽国际工程提供一些参考和借鉴。研究结论:本文为国内企业参与国际工程投标报价提供了几点建议:(1)投标报价前应制定相应的投标策略;(2)完善企业成本分析手段,分步测算投标价格;(3)掌握国际土木工程计量规则,提高报价准确性;(4)加快推进编制企业定额。
Research purposes： The offer based on the bill of quantities is a general international offer way for the competitive project bidding. With the increasingly deep opening of Chinese construction market, the offer based on the bill of quantities will become more popular for the project bidding in China. In this paper, the introduction is given to the pattern and main contents of the offer based on the bills of quantities for the one overseas project and the comparative analysis is made for differences in the measurement rules and chapter composition of the bill of quantities of railway projects between China and foreign countries to give helpful ideas on the bill of quantities for the international bidding and provide reference to undertaking the international projects by the Chinese enterprise. Research conclusions： This paper gives the following proposals on the tender offer for international railway construction ： （1） The tender strategy should be worked out before tender. （2）The analysis means of the enterprise cost should be improved and the tender offer should be calculated step by step. （3）The international measurement rule for civil engineering should be well known to improve the accuracy of the tender offer. （4） The enterprise quota should be worked out rapidly.
