摘要
21世纪以来,政府在预算约束发生改变的情况下,中国地方政府经营城市的策略已从"先工业化再城市化"转变为"先建起新城后发展产业"。采用2004—2011年284个地级市面板数据发现,城市扩张速度脱离了经济发展水平,并显著地受到房地产市场发展的推动,显示出"造城模式"的典型特征。东部城市扩张受到土地指标限制而不能满足经济发展的需求;中部城市发展已形成市场导向格局;西部地区的城市扩张速度已脱离经济基本面而主要由房地产市场推动。
In view of the changes in government budget constraints at the 21st century, the strategy for Chinese local gov- ernment to manage city has been converted from"industrialization - - urbanization" to "building city - developing industries". This paper adopts the panel data from 284 cities during the 2004 - 2011 period, and finds out that the speed of urban expansion exceeds economic development level, such expansion is promoted by the development of the real estate market obviously, and that it sug- gests typical features of"the pattern of building city". Urban expansion in the east area is limited by land index, and it can not meet the demand of economic development. The development of city in the middle area has formed a market - oriented pattern. In the west areas, the speed of urban expansion separates from economic fundamentals, and it is mainly promoted by the real estate market.
