摘要
消费需求取决于居民收入的增长、对收入和消费的预期、需求的多样性和可持续性。提高劳动者参与和分享经济发展程度,是扩大消费需求的基本途径。长期以来,观念上的偏差、低人力资本存量、低组织化程度和二元化的公共服务体系是劳动者对经济发展分享程度低的主要原因,必须通过改革发展提高劳动者对经济发展成果的分享程度,持续提高劳动就业质量,提高劳动技能,完善工资集体协商机制,将更多劳动者纳入到基本公共服务体系中来。
Consumption demand is subject to resident income growth, expectations on income and consumption, diversity and consistency of demand. Improving the level of involvement and sharing of laborers in economic development is a fundamental path to expand the consumption demand. For a long time, bias of concept, low stock of human capital, low organization level and dual public service system are the major causes for low level of sharing for laborers in economic development. It is necessary to improve laborers＇ sharing the achievements of economic development through reform, improve the quality of employment consistently, im- prove their labor skills, improve wage consultation mechanism, and to incorporate more laborers into the basic public service system.
