摘要
课程管理权是国家教育行政机关为保障教育目的实现而对教育机构的课程进行管理的公共权利,它包括课程设置权、课程实施权和课程评价权。其中课程设置权是核心权利,不可让渡;课程实施权和课程评价权是非核心权利,可以适时适当让渡。但其让渡应经得起民族心理、制度政策、让渡层次、文化传承和利益划分的价值审视,以防教育的异化和价值的迷失。
The power of course management which ensures the aims of education realized normatively and effectively is implemented by the national education administration, in which there exists three sides: offering, implement and estimate of the courses. However, power in course offering is the core which must not be released, and the others could be released properly. But all of them have to be scrutinized strictly in the following aspects: national psychology, legal system, release level, culture protection and division of earning.
