我国公共住房、失业与劳动力参与意愿——基于一个延伸的奥斯瓦尔德假说的经验证据 被引量:8

Public Housing,Unemployment and Labor Willingness to Work in China:Evidence Based on Extended Oswald Hypothesis

摘要 作为对奥斯瓦尔德假说的一个延伸,文章利用2008年中国综合社会调查项目(CGSS)数据,使用biprobit模型验证了入住公共住房对城市劳动者失业和劳动力退出概率的影响。研究结果表明,入住公共住房对城市劳动者的失业概率并没有直接的影响;在考虑了其他住房类型的异质性以后,这一结论并没有发生变化。然而,文章对公共住房与劳动力退出概率的进一步研究发现,入住公共住房显著增加了劳动者失业后不再工作的可能性。不过,公共住房密集区健康状况良好的劳动者选择失业后退出劳动力市场的概率要明显小于健康状况不佳的劳动者;男性失业后退出劳动力市场的概率要小于女性劳动者。这意味着由于存在对劳动力参与的负面激励,公共住房可能会对(不同健康状况和不同性别的)劳动者的失业持续期产生(不同的)影响。 As an extension of Oswald hypothesis, this paper employs a bi- probit model to verify the effects of renting public housing on unemployment and labor exit probability of urban workers by using C_GSS data of 2008. The empirical results show that, renting public housing has no direct effects on the unemploy- ment probability of urban labor, which has no change after taking the heterogenei- ty of other housing types into account. However, further research on public hous- ing and labor exist probability indicates that renting public housing significantly in- creases the probability of no longer participating in jobs of unemployed labor. But in areas with intensive public housing, the probability of no longer participating in jobs of unemployed labor with good health is obviously smaller than the one of no longer participating in jobs of unemployed labor with poor health; the probability of no longer participating in jobs of unemployed male labor is smaller than the one of no longer participating in jobs of unemployed female labor, k means that, due to the negative incentive of labor participation, public housing may have different effects on the unemployment duration of labor with different health and sex.
