摘要
官本位成为一种价值理念离不开外部环境的形塑,而这一权力价值观的实现又有一定的制度做支撑,官本位与人事行政的公共性、服务性要求相去甚远。本文运用环境——价值——制度的分析范式,探讨官本位形成的根源及其内在危害,并从环境改造、价值重塑、制度建设三维关系中提出官本位的消解路径。
"Official Standard" value concept can't be separated from certain environment,and also makes certain system as a guarantee,that is far from the public and service nature of personnel administration.By applying the environment-value-system analysis paradigm,this paper discusses otlcial standard's origin and inherent damages,and brings forward dispelling route from three-dimension of environment reforms,value weight moulds,formulating essential rules and regulations.
