摘要
城镇化的本质是人口的城镇化,在人口城镇化进程中,大量的农村土地转化为非农业用地,农地非农化产生的土地增值收益,如何在利益主体之间进行合理的分配成为目前农民最关注的问题。本研究针对农民参与土地增值收益分配的权益属性的界定,权益损失程度的科学核算,以及科学的分配制度体系的建立等方面提出了一些思路和建议。
The urbanization is the essence of the urbanization of population,in the urbanization process, a large number of rural land into non-agricultural land non-agriculturalization of farmland,the land value-added income, how to reasonably distribute between the interests of farmers in has become the most concern, this paper defined the rights of property the farmers involved in land value increment distribution of scientific calculation, loss of interest degree, and puts forward some ideas and suggestions as well as the system of scientific distribution system and so on.
