摘要
目的了解四川省疾控中心人力资源现状，分析存在的问题和原因，探寻合适的解决方案，为进一步合理配置和开发利用现有及新进人员，优化人员结构和提高管理效能提供依据。方法收集职工人事档案和相关管理资料数据，对截至2012—12—31四川省疾病预防控制中心的人力资源现状和特点进行描述性分析与评估。结果四川省疾控中心现有在职职工686人，专业技术人员533人（77．70％），其中卫生专业技术人员384人，占职工总数55．98％。女性职工370人（54．94％）；年龄结构以41—50岁组为主（44．90％）；学历结构以本科为主（41．98％）；职称结构的高、中、初级比例为3．45：2．97：3．58；国家级专家和政府特殊津贴专家类高层次专业人才12人次。结论四川省疾病预防控制中心专业技术人员人数不足，高层次、复合型专业技术人员匮乏，女性职工比例偏高，人力资源有老龄化倾向。建议进一步加强专业技术人员队伍建设，全面提升人力资源素质，增进高层次人才培养，优化人员年龄、学历、专业、职称结构，建立人力资源管理的长效机制。
Objective To investigate the current situation of human resource in Sichuan Center for Disease Control and Prevention （SCDC） and analyze the existing problems, thus to propose pertinent solutions for optimizing personnel allocation and improving management efficiency. Methods Personnel archives and relevant managerial with date up to the end of 2012 were collected and analyzed with descriptive methods. Results The total number of active staff was 686, and 533 （77.70%） were professionals, among which 384 were medical professionals, accounting for 55.98% of the total staff. The compositions of the staff were as： females, 370 （54. 94% ） ; those aged 41 - 59, 44.90% ; those with bachelor degree, 41.98%. The ratio of the job tides of senior： intermediate ： primary was 3.45 ： 2. 97 ： 3.58. National level experts and those with special government allowance was 12 person - times. Conclusion The professionals in SCDC is insufficient and characterized with lack of high level and inter - disciplinary talents, high proportion of females and aging tendency. Professionals team construction is to be further strengthened and human resource quality should be eomprehen-sively elevated as well. Moreover, high level professional culturing should be enhanced and the composition of age, education degree, profession and job titles should be optimized. Finally, long term management mechanism should be established.
