在现实世界中,技术进步对经济发展发挥着至关重要的作用。然而,什么是技术发展和创新的源泉呢?一个国家要拥有先进的技术和保持技术持续发展的能力,必须要有两个市场的支撑,即A(Additional)市场和B(Basic)市场。在A市场中,政府在安全导向下成为主要的需求者。A市场是原创高新技术的温床。B市场是商业市场,主要的需求者是个人,是企业赢利的直接来源。B市场是技术持续发展的经济基础。政府通过税收在B市场中获得足够的财力,进而在A市场中推动尖端高新技术的发展。两个技术市场必须有机结合、缺一不可。这一逻辑很好地被英国、美国和前苏联的例子所验证,对中国也有着很强的政策含义。
Technology progress plays a crucial role in economic development. Nonetheless, what is the source of technology development and innovation？ To advance technology and maintain a sustainable technology development, a country must get the support from two markets, called A （Additional） market and the B （Basic） market. In the A market, safety-oriented governments become major demanders. A market becomes the hotbed of original high-technologies. The B market, called commercial market where main demanders are individuals, is the direct source of profit for corporates. B market is the foundation of sustainable technology development. The government obtains sufficient financial resources by taxation from B market, and, in turn, promotes high-tech development in A market. The two markets are indispensable to each other. This logic is nicely testified by the cases of Britain, United States and the Soviet Union, and it also has very strong policy implications for China.
