摘要
公众参与城市森林绿地建设是衡量城市现代化文明程度的重要标志，是城市生态文明建设的有效举措。从当前公众参与城市森林绿地建设的认知和实践来看，公众参与城市森林绿地建设的现状是“关注却不参与”，究其原因在于公众参与城市森林绿地建设的法律制度不完善，城市森林绿地建设非政府组织发展存在障碍，公众参与城市森林绿地建设呈“政府依赖型”特点。因此，必须完善公众参与城市森林绿地建设的法律制度，鼓励城市森林绿地建设非政府组织充当政府与公众的“桥梁”，培育公众参与城市森林绿地建设的认知，为公众参与城市森林绿地建设提供各方面保障。
Public participation in the construction of urban forest green is an important symbol to measure the civili- zation of urban modernization, and is an effective measure of the urban ecological civilization. Based on the aware- ness and practice of public participation in the construction of urban forest green, the status quo is ＂to concern but not participate＂. The reason is that the legal system is imperfect, there are obstacles to the non-governmental organi- zations＂ development of urban forest green, public participation in the construction of urban forest green is a charac- teristic of ＂government-dependent＂. Therefore, it is necessary to perfect the legal system of public participation in the construction of urban forest green, to encourage the non-governmental organizations of urban forest green to act as a ＂bridge＂ between the government and the public, to cultivate the awareness of the public participation in the construction of urban forest green.Such measures are to provide protection in all aspects for public participation in the construction of urban forest green.
