摘要
运用文献资料法和归纳分析法,对农村宅基地使用权流转的论文进行了归纳分析,并对其概念进行了界定,明确了宅基地使用权制度存在的问题以及影响农村宅基地使用权流转的因素,并对其研究进行了展望。认为应对目前的农村宅基地使用权制度进行改革,并允许其在有限的范围内发生流转;农村宅基地使用权流转应与新农村建设、耕地保护、城乡一体化相结合。
Using the methods of literature and induction analysis, the author summarized and analyzed the theses about the cir- culation of the right to use rural residential land, defined its concept, explicated the existent problems in the use of rural residential land, as well as the factors affecting the circulation of the right to use rural residential land, and discussed the research prospects in this field. The author thought that we must conduct the reform of the rural residential land use system, and allow it to circulate with- in the prescribed limit; the circulation of the right to use rural residential land should combine with new countryside construction, cultivated land protection and urban- rural integration.
