摘要
近年来,我国企业类债券市场发展规模不断扩大,但与国外债券市场相比还有很大差距。我国企业类债券发行市场中存在发行监管主体不明确,多头监管问题严重,行政化监管色彩浓重,自律管理不足及相关法律法规不健全等问题,为解决上述问题提出了统一企业类债券发行监管主体、统一企业类债券监管内涵、逐步统一企业类债券发行审核制度、充分发挥自律组织的作用和修订完善企业类债券发行监管法律法规等建议。
In recent years,the scale of the corporate bond market has been developing speedily,but there is a greet gap from the foreign bond market.There are a lot of problems in the corporate bond issuance market,such as ambiguous regulatory bodies,long serious regulatory problems,a strong sense of the chief of the regulatory,lack of self-regulation and unsound relevant laws.In this paper,the perfect corporate bond issuance market supervision measures are presented,including the unified corporate bond issuance regulatory body,the unified corporate bond regulatory meaning,and progressive unification of the corporate bond issuance audit systems,giving full play to the role of the self-discipline organization and improving corporate bond issuance regulatory laws and regulations.
