《中国（上海）自由贸易试验区总体方案》强调,在上海外高桥保税区等4个海关特殊监管区域内,建设中国（上海）自由贸易试验区,是顺应全球经贸发展新趋势,更加积极主动对外开放的重大举措.要进一步深化改革,加快政府职能转变,坚持先行先试,既要积极探索政府经贸和投资管理模式创新,扩大服务业开放;又要防范各类风险,推动建设具有国际水准的投资贸易便利、监管高效便捷、法制环境规范的自由贸易试验区,使之成为推进改革和提高开放型经济水平的＂试验田＂,形成可复制、可推广的经验,发挥示范带动、服务全国的积极作用,促进各地区共同发展.
' The overall plan of China(Shanghai) Free Trade Zone' stresses that to build Free Trade Trail Zone within 4 special customs surveillance zones like Shanghai Wai Gao Qiao tariff-free zone, is highly complying with the new trend of global economic and trade development, and also a major measure for proactive opening. To further deepen the reform, speed up the transformation of government function and adhere to the first try, we not only need actively explore management mode innovation for the government's economic, trade and investment, and enlarge opening area of service industry, but also promote building Free Trade Trail Zone that of international standard investment and trade convenience, high efficient and convenient regulation, sound legal environment, thus making it an 'experimental field' for advancing reform and improving the level of economy opening, to eventually form a repeatable and promotable experience and to play an active role of demonstration and servicing for the whole country, then to promote various areas stepping into harmonious development.
