摘要
北京开展人口调控的具体做法有:调整中低端制造业和服务业,有针对性地"以业控人";规范房屋出租,通过居住空间压缩形成挤出效应;开发、培训、奖励"三位一体",努力提升本地就业替代;注重科学规划和功能疏解,努力实现人口合理布局;重评估、抓考核、推立法,全面保障人口调控。借鉴北京经验,强化上海人口调控,必须立足于综合调控,注重整合各部门力量,突出规划、政策的衔接和统筹,确保政策指向的一致性和政策执行的协同性,以实现部门间齐抓共管的高效联动。
Some measures of population control in Beijing are as follows： to adjust low-end manufacturing and service industry, to control population by adjusting industries; to regulate rental in order to control immigrations by reducing living space; development, training and incentives effects putting together, to enhance local employment alternatives; to pay great attention to scientific planning and relief functions, to realize reasonable population distribution; emphasizing on assessment and promoting legislation for population control. Learn from Beijing＇ s experience, strengthening Shanghai population control must be based on integrated control. It is required to tbeus on the integration of various departments, emphasis on planning, convergence and coordination of policies, to ensure consistency of policy and cooperativity of policies implementation, and to realize effective linkage based on the cooperation of various departments.
