摘要
随着我国人口老龄化和高龄化速度加快,在完善社会养老保险制度的同时,迫切需要进行制度创新,从我国实际出发着力发展居家养老,开拓居家养老服务所需的资金来源,促进居家养老服务的可持续发展。
With the acceleration of population aging, it is urgently needed to make innovation on systems and prefect social pension insurance system. Monetization of offspring＇s care responsibility is imposing care fee to people who has care obligation for aged care funds. Through the home-based care for the aged service center in community, it provided necessary care for the aged and allowances for minders. The financing mode is adapted to modem family structure, production and lifestyle, turns traditional family care into social care which can guarantee most of the aged to enjoy necessary services and insurance; on the other hand, it is effective implementation of Constitution and Rights protection law of elderly people, to regulate offspring＇ s maintain obligation from the system.
