摘要
动机阶段、机会阶段和初创阶段是创业过程的三个重要阶段。农民工返乡创业政策理论框架设计应该围绕创业过程的三个关键环节,提出各个阶段的政策着力点和完成的主要任务。农民工返乡创业政策支持体系是创业政策理论框架的具体应用,同时又是在创业政策理论框架指导下综合系统理论进行构建的。农民工返乡创业政策支持体系包括五大子系统,即创业教育培训体系、创业政策法规体系、创业技能服务体系、创业金融体系和创业文化体系,并且各个子系统之间相互作用,共同激发返乡农民工的创业动机,提高农民工的创业机会识别能力以及推动企业的创立。
Motivation stage, opportunity stage and pioneering stage are three important stages during the entrepreneurial process. Thus, the theoretical framework design of the policy on returning migrant workers＇ entrepreneurship should focus on the three key points and bring up the emphasis of the policy as well as the main task of each stage. The supporting system for the policy of returning migrant workers＇ entrepreneurship is a concrete application of theoretical framework of entrepreneurship policy, and it is also built under the direction of the framework of entrepreneurship policy combining with the system theory. The system of returning migrant workers＇ entrepreneurship covers 5 subsystems, that is, entrepreneurial education training system, en- trepreneurship policy and regulation system, entrepreneurial skill service system, financial system and entrepreneurial culture system, which interact with each other, motivate migrant- workers to start their own business, improve their abilities of distinguishing business opportunities and promote the foundation of corporations.
