摘要
积极发展继续教育对我国确保2020年全面建成小康社会、进入人才强国和人力资源强国行列具有重要的战略意义。通过发展继续教育完善终身教育体系,建设学习型社会,需要在终身学习的视角下重新认识和评估继续教育发展的作用,形成开放、社会化的继续教育体系和连贯、综合的政策框架。促进继续教育发展战略转型,完善终身教育体系框架,体现在功能定位、体系构建、政策管理、经费筹措等方面。发展继续教育和完善终身教育体系需进一步完善规划,细化、实化目标任务,开展监测评估;建立合作伙伴关系,采取政府主导下的社会化合作模式;分区推进,运用边研究、边实验、边总结、边推广的策略。
To positively develop continuing education is of significant strategic importance to guarantee the objectives for the construction of all-round well-being society in 2020, and the realization of powerful nation with outstanding personnel and human resources as well. To improve life-long educational system with the development of continuing education, and construct a learning society in which all the people will learn or even pursue life-long education, it is a necessity for us to re-recognize and re-evaluate the function of the development of continuing education in the perspective of life-long learning, so as to form the open and socialized continuing educational system as well as the consistent and comprehensive policy framework. Promoting the strategic transformation of the development of continuing education and improving the system framework of life-long education are embodied in the functional orientation, systematic construction, policy administration and financial collection, etc. To develop continuing education and improve life-long educational system, we should make further efforts to improve planning, refine and substantiate objective task and carry out monitoring and evaluation; establish cooperative partnership, and resort to the socialized cooperative model dominated by government; carry forward by partitions, and apply the countermeasures of integrating research with experiment, summarizing and promotion.
