摘要
社会保险制度与社会保障制度是市场经济不同历史阶段的两种具有本质性差别的社会制度。社会保险有着不可克服的基因病,社会保障是四两拨千斤的社会公平秤,而社会公平是经济公平的制度前提。我国政府应当充分利用国有资产占社会资本主体地位这个真正的中国特色,一步到位建立纳入中央财政预算全国统一的社会保障制度。
The social insurance system and the social security system are two essentially different social systems of the different historical stages of market economy. The social insurance system has its genopathy, which can not be cured,while the social security system shows the social fairness which is the prerequisite of the economic equity with little effort but great effect. Our government should make the most of the Chinese characteristics that state-owned assets are the main part of the social capital to establish a national social security system which is included in the central budgets in one move.
