摘要
共产党与其他政党的协商与合作是革命和建设的法宝,协商民主是中国历史经验的总结,也是中国政治文明建设的迫切要求。加强民主建设包括党内民主建设和人民民主建设,并以党内民主推动人民民主。党内协商民主是党内民主的重要内容,政党协商民主、党群协商民主是人民民主的重要内容,又在党的领导之下。加强执政党建设必须加强协商民主的建设,推动党内民主和人民民主向纵深发展。本文以协商民主为主线,研究协商民主在执政党内部、参政党内部及执政党与参政党之间所起的作用,探讨协商民主的基本内容实现机制和现实意义。
Consultation and cooperation between the Communist Party and the other political parties are the power- ful weapons of the revolution and construction. Deliberative democracy is not only a summary of China＇s historical experiences, but also the urgent requirement of the construction of political civilization in China. Strengthening de- mocracy includes the construction of democracy in the party and among the people to promote people＇s democracy through the development of inner-party democracy. The inner-party consultative democracy is an important content of inner-party democracy. Political parties＇ deliberative democracy under the leadership of the Communist Party is an important content of people＇s democracy. In order to strengthen the construction of the ruling party, we should strengthen the construction of deliberative democracy, and promote an in-depth development of inner-party democ- racy and people＇s democracy. This article, taking deliberative democracy as the main line, analyses the status of deliberative democracy in the ruling party and the participating parties, studies the interaction within the ruling party and participating parties and investigates the significance, ba,~ic contents and implementation mechanism of deliberative democracy.
