摘要
巴塞尔资本协议作为"跨国监管网络"的典范,理应具有政治中立的特点,但实证研究表明,不论是资本协议Ⅰ、资本协议Ⅱ,还是新近推出的资本协议Ⅲ,都深受国际关系和大国政治的影响,其本质上还是政治博弈的产物。各国对资本协议实施水平参差不齐,概与国内政治环境、经济发展水平和金融监管环境密切相关。作为发展中国家和经济转型期的中国,宜对资本协议Ⅲ的实施采取理性审慎的态度,实施的程度和步伐应与国内监管环境相适应,防止对中国银行的中长期盈利性和国际竞争力带来负面影响。
The Basel Ⅲ Framework, hailed as an example of Transnational Regulatory Network(TRN), is supposed to be politically neutral and its distributionless regulatory coordination shall benefit the international community as a whole. However, empirical studies show that the Basel Ⅲ is deeply subject to international relations and the power' s political pressure just as did the Basel Ⅰ /Ⅱ. The degree of implementation varies considerably in different countries, in align with their domestic political and regulatory environments. As a developing country and the largest transitional economy, China shall maintain a rational and scrupulous attitude towards Basel Ill and the way of implementation shall be in proportionate to China's regulatory environment. Pursuit of the quickly-changing high norms can be hazardous to the profitability and international competitiveness of Chinese banks in the long run.
