摘要
随着区域一体化和地区竞争崛起,大量区域公共问题的突现引发了治理模式的变迁,如何构建区域治理主体间的竞争与协同机制是提升区域整体竞争力的关键。将自组织理论和公共管理理论有效结合,以地方治理主体为对象,尝试分析区域治理系统自组织演化形成、运行及发展的内在机理,提出了地方行政系统竞争协同演化模型,并进行仿真模拟,对区域公共治理的分析框架进行创新性的思考和探索,从不同维度为公共行政和区域治理研究提供新的方向。
With the trend of regional integration and the regional competition,the emergence of regional public issues initiate s the transaction of governance model. How to build the mechanism of competition and synergy is the key point of promoting the entire regional competitive ability. After integrating self-organizing and regional public management theory effectively,the paper considers the regional governments’relationship as the subject,analyzes the self-organized evolutionary condition,operation and interior development mechanism. This paper constructs the competition and synergy evolutionary model, conducts the computer stimulations,reconsiders and explores the framework of regional public governance. It provides a completely different perspective for public administration and regional governance research.
