摘要
地方政府的环境政策执行困境不仅源自环境保护与地方经济发展的矛盾,也与环境问题本身的物理属性、地方环境治理的制度结构以及现行环境保护体制中考核问责和利益协调机制有着密切关系。本文从环境治理尺度、制度结构以及激励机制三个方面对现有环境政策执行相关文献进行概括及评述。
Current researches on China＇s environmental policy implementation have mainly focused on the three aspects, that is, the relationship between locally economical development and environmental policy implementation; the relationship between government＇s institutional structure and environmental policy implementation; the relationship between government＇s incentive mechanism and environmental policy implementation. Based on some related literatures, this paper discusses the plight of China＇ s environmental policy implementation from the aforesaid three aspects.
