摘要
代建制是一种同市场经济相吻合的工程管理模式,在政府投资项目中发挥着积极的作用.根据代建制的含义,分析了政府投资项目代建制管理模式下政府和代建单位各自的职责.通过目前我国代建制实践过程中存在问题的分析,提出了确保代建工程顺利实施所应进行的激励机制和相应的对策.
Agent-construction system is a project management mode consistent with market economy,and it plays a positive role in government-invested project. According to the implication of agent-construction sys- tem, the responsibilities of the government and the agent-construction to government-invested project are analyzed, on the basis of the analysis of the present existing problems in practice, this paper puts forward the corresponding incentive mechanism and countermeasures to ensure the smooth implementation of agent -construction engineering.
